| Abstract |
This guidance is aimed at those directly responsible for the development, design and operation of chemical plant and processes, particularly process chemists and process engineers. It provides information on the assessment of chemical reaction hazards for batch and semi-batch processes, including selecting and specifying a basis of safety. It sets out practical measures for the design, operation and modification of chemical reaction processes. These measures are designed to protect people at work and others who may be affected by the operations. The guidance has been prepared by the Gas and Chemical Process Safety Unit, part of the Technology Division of the Health and Safety Executive (HSE). Contents: Introduction; Legal requirements; What is risk assessment?; Applying standards; Environmental protection; Additional advice and information; Chemical process hazards; Inherently safer processes; Types of hazard in chemical processing; Chemical reaction hazards; The safe operating envelope; Hazard assessment of chemical reactions; Initial assessments; Interpreting the information obtained; Further screening; Interpreting screening data; Reaction calorimetry; Types of calorimeters; Determining the safe operating envelope; Selecting and specifying basis of safety; Preventive measures; Protective measures; Management of chemical processes; Process instructions and safe operating procedures; Process changes and modifications; Operator training; Plant maintenance; Routine checks/safety audits; Emergency procedures. |
