| Abstract |
The UKOOA Metocean Committee in conjunction with HSE has carried out this review of the provision of weather forecasts and real-time metocean data for offshore operations. The objective is to prepare a high-level business case for a more collaborative approach by the industry with the aim of delivering the following benefits: a reduction in overall metocean costs (together with an equitable cost-sharing arrangement amongst operators with different numbers of assets and various levels of commitment on the UK continental shelf); improved accuracy, access and timeliness of metocean data for better decision-making; maximising the value of weather data to improve safety, planning and efficiency of operations and thereby to reduce operating costs. Contents: Executive summary; Glossary; Background; Discussions with key stakeholders; Current UKOOA expenditure on metocean activities; A collaborative approach? Operational cost savings; Collaboration options and implementation issues; References; Tables; 4 Appendices. This report and the work it describes were funded jointly by the United Kingdom Offshore Operators Association and the Health and Safety Executive (HSE). Its contents, including any opinions and/or conclusions expressed, are those of the authors alone and do not necessarily reflect UKOOA and HSE policy. |
